Supervisory Health System Specialist

Using extensive knowledge of programs and operations, advises the Network Director on critical issues or policies impacting organizational direction and/or functions/operations, with special focus on administrative processes, and liaison with the DoD/VA Collaboration Office (DVCO) - which provides a central point of contact within DoD for the White House, Congress, the Department of Veterans Affairs (VA), federal agencies and stakeholders regarding Service member and veteran programs. Analyzes and evaluates situations to determine those requiring personal action by the Network Director or those that should be referred elsewhere. Reviews initiatives to ensure consistency with Network Director/VISN 12 priorities, as well as VA goals and objectives. Assesses the impact of issues and provides objective independent assessments as well as recommendations for decisions, strategies or policy changes as appropriate. Serves as a member of the Network Director senior management team. Participates fully in discussions leading to the establishment of overall goals, objectives, and long range plans, particularly related to performance improvement initiatives & processes to meet these goals and objectives. Ensures appropriate follow through on Network Director decisions and commitments. Acts as the primary liaison with internal and external stakeholders, independently managing major network issues related to performance improvement, training, implementation and evaluation. Serves as support to national committees chaired or co-chaired by the Network Director, often representing the Network Director on a wide variety of issues. This support includes preparing agendas, briefings, minutes, presentations, and identifying issues, developing solutions and tracking and trending of outcomes. Provides backup support to national interagency committees such as the Health Executive Committee (HEC) and the Joint Executive Committee (JEC.) Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience working closely with facility managers and analysis and/or coordination of administrative, clinical or other service activities, knowledge of the missions, organizations, programs and requirement of health care delivery systems, regulations and standards of various regulatory and credentialing groups and Government-wide agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement. You will be rated on the following Competencies for this position:
Competency 1:
Advanced knowledge of the organization, mission, program goals and functions of VHA is required. Expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Competency 2:
Specialized & comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important public programs Competency 3:
Specialized & comprehensive knowledge sufficient to demonstrate mastery in principles and practices related to the management of healthcare delivery systems and the ability to apply this knowledge to solve unique problems in the organization. Competency 4:
Specialized & comprehensive knowledge of budgetary and healthcare management principles and techniques, as they relate to short and long range planning or programs and objectives. Competency 5:
Skill in planning, organizing and directing team efforts and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources or require extensive changes in established procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
