Human Resources Specialist

Duties Include:
Key technical advisor to the VISN Office on a variety of HR issues. Primary to direct report of contact for processing all required VISN level packages required for announcing Executive Leadership Positions and positions such as Chief of Staff and Nurse Executives. Prepares documentation/appoints panel members; coordinates nomination packages for the Executive Resource Board for Quadrad members and Network Director vacancies with VACO offices; prepares incentive packages, i.e., retention, recruitment, relocation incentives, special pay requests, etc.; processes Title 38 special pay and Professional Standards Board documents and/or proficiencies; prepares executive detail request memos for VACO approval. Advises on employee appraisal and awards programs at the VISN level, to include a comprehensive annual and ongoing evaluation of the program(s). Conducts employee or supervisory audits to determine accuracy of information and resolves areas of inaccuracy with supervisors. Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the VISN HR Office operations. Work Schedule:

SPECIALIZED EXPERIENCE GS-12:
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes:
Working with a comprehensive range of Human Resource (HR) concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive Human Resource Management (HRM) advisory and technical services on substantive HR functions, work practices and management-employee-applicant issues. Working with management and organizational concepts, principles, practices and techniques and the interrelationships between headquarters and subordinate components. Utilizing oral and written communication to present, defend, negotiate and resolve complex issues and forge coalitions. Experience in writing and performing work involving collection, compilation, disseminating, tracking of data and composing executive documents. Applying analytical methods to identify, evaluate, and recommend appropriate actions to resolve complex issues to include employee/labor relations problems and issues, and to develop or modify work methods and procedures in dealing with these problems and issues. Experience coordinating reviews and preparing performance plans/mid-year/final reviews. You will be rated on the following Competencies for this position:

The work is primarily performed while sitting and can involve sitting for long periods of time, and involves some periods of walking and standing. The regular and recurring work involves sitting at a desk, conferences, meetings, etc., and occasional visits to other work sites. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
