Program Specialist

The duty station for this position will be any one of the 5 Network offices that comprise MidCon. The overarching mission and purpose of the Consortium is to foster collaboration among VHA facilities within the 4 VISN geographic area, thus enhancing operations and the delivery of healthcare to Veterans. The Consortium promotes communication, innovation, quality and efficiency, standardization and cost savings through purchase consolidation via regional contracts and blanket purchase agreements, FTEE sharing, and through regional services via referral and telemedicine networks. The four MidCon Board of Directors, comprised of the Network Directors from the four participating VISNs, will serve as the governing body to approve and guide the Consortium and Regional Administrator activities. The MidCon Regional Administrator will report to the MidCon Board of Directors/Chair of the Steering committee. This position will report to the Regional Administrator Duties include, but are not limited to:
Provide support to the Midwest Consortium with statistical information, including trend analysis, designed to improve the efficiency of work operations. Prepares reports, gathers data and applies analytical techniques; develops new automated files for tracking and data retrieval and is responsible for designating and preparing data management analyses, special studies and reports for use by top management for budget preparation. Supports the budgeting and financial management for the organization. After budget has been approved, monitors balances, and status of projects, and recommends reprogramming of funds as needed. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Assures that all expenditures are properly authorized and documented. Assists in the overall administrative management for the organization. Gathers, inputs, organizes, develops and interprets data from available information systems from field programs whose data are not captured on established or real-time systems and, when necessary, establishes new data collection procedures for specific programmatic activities or for programmatic evaluation. Experience:
For the GS-09 your resume must demonstrate you have the required 1 year of specialized experience that equipped you with the knowledge, skills and abilities to perform the duties of the position. To be creditable the experience must have been equivalent to at least the GS-07 level. Examples of specialized experience include but are not limited to:
Use of various software programs to extract data and produce reports for presentation to management. Knowledge of VHA policies, handbooks, manuals, directives and information letters. Skill in adapting VISN and National policies or procedures to emergency situations and establishing practices or procedures to meet new situations and the skill to recognize when certain policies or procedures. Knowledge of Budgeting/Financial Management for an organization. Development of policies and procedures for a small sized organization. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
